Project Manager on a $4.7 million, two distinct, formed in place, concrete bridges,  project, financed by the Eastern Federal Lands Highway Division, for the Virgin Islands Public Works Department. These bridges spanned the next referenced project.  2006 - 2008

Project Manager on the $7.8 million Mon Bijou Flood Control Project, an Army Corps of Engineers project on St Croix, VI. The project includes 400,000 cu yds earth removal, levee construction and 38 gabion flow check structures to create a 6500 ft channel, with 75 ft. base width to divert 100 yr storm runoff around a residential area.  2004 - 2006

Responsible to the Director of Works for the operations of the City's North Division. This divisional responsibility includes all aspects of public works street and road building and maintenance programs and snow removal, utilizing a seasonally variable labour force of 25 to 40 men. Budget responsibility approximately $1.5 million. Volunteered to facilitate in house training programs for middle management personnel; "Small Fleet Management in Public Works" and "Skill for Conflict Resolution". In 1993, added was the responsibility for City's Traffic Division. This division includes all traffic signage and lane markings city wide.

08 1990 - 10 1990 Superintendent (Acting)

Responsible to the Director of Works for operations of the Asphalt Division. This division is responsible for maintenance asphalt resurfacing programs city wide.

02 1989 - 07 1990 General Foreman

Responsible to the Director of Works for operations of the Street Cleaning (non-winter) and Winter Sidewalk (snow removal) Division. Supervision is of two foremen and nominally twenty workers on two shifts. Winter sidewalks are maintained using a fleet of eight sidewalk M.T. Trackless equipped with plows and snowblowers, as well as two 4x4 plow trucks. Non-winter operations employ six street sweeping machines and three sidewalk sweepers on a city wide maintenance program. This division is also responsible for litter cleanup and maintenance of litter receptacles distributed throughout the city.

 

1990 - 1991 FUNDY SOLID WASTE ACTION TEAM - Saint John, NB

Recycling Pilot Planner

Through a seconded leave of absence from the City of Saint John and a special fund from the Province, I was tasked by Fundy S.W.A.T. to design a pilot recycling project(s) for implementation in the Fundy Region. This project was to acquire information to compare with established `Blue-Box' programs elsewhere in the Province and have the potential for sustainability in the overall solid waste plan. During this period, I studied many solid waste disposal operations in Canada and the United States. One plan involved the establishment of a mobile recycling depot, with a dual purpose of collection of recyclables and public education through staff on site. This was to be a public/private partnership system in the initial years. A second plan involved the development of a series of hands on workshops to encourage the use of home composting as a region wide initiative to waste reduction. Other plans involved specific public participatory, one-time events that created a high profile of awareness and effect a significant one commodity waste reduction. Funding for this planning position was terminated on September 1, 1991.

Responsible for undertaking geotechnical consultation and evaluation on a contract basis for a number of consulting firms on various projects across Canada, as well as contract project administration.

 

COXHEATH GOLD HOLDINGS LIMITED - Bedford, NS:

1987-1988  Project Construction Manager

Responsible for supervision of all surface facilities construction to a production status at Coxheath's Tangier, NS gold mining project. This includes a work force of about 30 to 40 of various trades. Site works included dam construction for tailings and reclaim water storage; four major buildings for mill and laboratory uses as well as campsite installations. Duties included site planning, design and adaptation of structures for Coxheath's needs, construction schedule coordination, purchasing of materials, and in coordination with the mill manager, set up of production equipment to full operational status.

 

NOLAN, DAVIS & ASSOCIATES, Halifax, NS:

Responsible for conducting a number of marine based geotechnical programs such as: for the design of wharf extensions at Digby, NS (1983); for geotechnical considerations in the redevelopment of the Bedford, NS waterfront (1986); for the design parameters of the proposed coal off-loading terminal in Musquash Harbour, NB (1985 & 1986); for the site of the proposed marine terminal and generating plant near Sheet Harbour, NS (1987); and for modifications to a number of small fishing wharves on Nova Scotia's south shore (1986). Responsible for coordination of on-site construction and quality control for the tailings dam, reclaim pond dam and the mill foundation for Coxheath Gold Holdings' Tangier, NS facility (1987). Implemented a number of geotechnical site investigations for small structures (1986) and involved in site improvement quality control at Halifax International Airport (1986). Reviewed bedrock core taken at the Barrack Point Potash Terminal in Saint John, NB (1982). Monitoring program for acid generating waste rock piles at Heath Steele Mines, NB (1988-1989).

Responsible for conducting an evaluation of wharf conditions at the Saint John Shipbuilding Ltd., (1989). Participated in geotechnical studies and quality control programs in New Brunswick and Nova Scotia (1988). Responsible for conducting marine based geotechnical investigations such as the third study phase for the proposed coal off-loading terminal, Musquash Harbour, NB (1987); the evaluation of conditions and alternatives for the reconstruction of Piers 12, 13 and 14 in Saint John Harbour, NB (1982); supervision of concrete placement and on-site quality control during construction of the Market Square Complex, Saint John, NB (1982)

Carried out detailed field evaluation of overburden conditions along the proposed Sable Gas System pipeline through Nova Scotia and New Brunswick, including a review of known faulting and seismic susceptibility in the region with a view to its applicability to the proposed routes (1984); supervision of piling installation for expansion of the Denison-Potacan potash mill near Sussex, NB (1987); responsible for supervision of a detailed geotechnical field program, including piezometric testing and rock core analysis, for the tailings containment structures at Noranda's Golden Giant mine at Hemlo, ON (1983); supervised geotechnical investigations for mill modifications at the Consolidated-Bathurst Paper Mill, Bathurst, NB and for Repap's new finished paper mill in Newcastle, NB (1984).

Responsible for setting up and supervising geotechnical field projects, including the design and implementation of over water field investigations utilizing and adapting standard field methods. Also supervised geological surveys and construction site quality control.

A description of project types follows 

Resource related: Set up and supervised the mapping of 1.4 million hectares (12 NTS map sheets at 1:50 000) for granular aggregate resources for the New Brunswick Department of Natural Resources (1981-1982); Geological data compilation for a feasibility study on the application of bucket wheel excavators to the coal deposits of the Western Sedimentary Basin in Alberta and Saskatchewan (1980); involved in impact studies for the alignment of the proposed 1500km natural gas pipeline through Quebec and the Maritimes for Q&M Pipelines (1979); reconnaissance of four sites and the evaluation of each towards its use as a town site for native resettlement near Schefferville, PQ (1978).

Quality Control: responsible for overall site supervision of earthworks and concrete quality control during construction of the $100 million processing facilities at the Mount Pleasant Tungsten Mine in New Brunswick (1980-1981); site supervision of earthworks for an 8000m2 cold storage building in irregular soil conditions, Prince Edward Island (1978); plus numerous small materials testing functions on smaller projects. Inspector of concrete precasting and pile driving during construction of the Rodney Terminal Container handling facility in Saint John, N.B. (2000 octagonal 600mm hollow concrete piles were cast and driven and a precast slab deck installed 1974-1975)

Geotechnical - Hydrogeology: Installation and evaluation of a water well at a proposed concentrator for United Keno Hill Mines, Yukon Territory (1980); site geologist during a feasibility study for hydro-electric development on the lower Churchill River at Muskrat Falls, Labrador (49 boreholes in up to 225m of overburden, a piezometric study of several aquifers, rock core analysis for the dam base) (1979).

Geotechnical - Marine: Conducted a number of marine based geotechnical investigations; for berth conversions at Cape Tormentine, NB and Port Borden, PEI for CN Marine (1978); utilization and adaptation of an underground diamond drill for the offshore investigation of the rock caps at the cooling water intakes, Point Lepreau Nuclear Generating Plant, NB (1977); large scale marine based investigation of sediments and permafrost at the site of the first proposed offshore oil well in the Beaufort Sea, NWT (1975); large scale marine based study of two proposed tidal power plant sites in the upper Bay of Fundy (1976); several marine investigations in Saint John Harbour (tidal range 10m)- Long Wharf Extension, Lower Cove Terminal, Barrack Point Potash Terminal, Rodney Terminal Extension, Irving Oil Terminals and Rothesay Paper Terminal.

Geotechnical - Pulp and Paper Mills: participated in geotechnical investigations for pulp and paper mill expansions and internal modifications at Irving Pulp and Paper, Saint John, NB; Boise Cascade (now Repap) Newcastle, NB; Consolidated Bathurst, Bathurst, NB; Canadian International Paper, Dalhousie, NB; Fraser Bros., Edmundston, NB; Rothesay Paper, Saint John, NB; Bowaters Newfoundland, Corner Brook, NF; Ste. Geotechnical: conducted study to determine causes of and remedies for foundation settlements at the Domtar Gyproc Plant, Surrey, BC (1980); rock core analysis and tidal flat sampling for the expansion and reconstruction of the Saint John Shipbuilding and Dry Dock Co. Ltd. facility (1979); rock core analysis for the design of rock slopes in a 20m road cut, Saint John, NB (1978); and numerous other site investigations.

Co-founder of Clean Islands International, Inc., a non-profit organization dedicated to providing education and technical assistance to island communities for the preservation and beautification of indigenous natural environments and the sustainable development of proper solid waste handling practices. This organization, headquartered in Pasadena, MD is comprised of solid waste professionals and educators from across North America. Created a web site for Clean Islands (http://islands.org) and authored and administered a number of web pages for Clean Islands' clients.   As part of the Cleans Islands Executive, facilitated various conferences and workshops (see conference listing below) as well as worked to help create Solid Waste Association of the Caribbean (SWAC) and the subsequent development of ReCaribe, a multinational recycling coalition and an affiliate of the National Recycling Coalition

Assumed the full responsibility to develop a pro-active anti-litter program, by conducting an investigation into litter management strategies in other North American localities. Following this study, a recommendation was made to City Management to commence a litter management program affiliated with Keep America Beautiful, Inc. Following approval, a three member team was organized for training in the KAB System. The other members each represent a civic group and private industry. This was crucial for establishing the final structuring of the community based organization to continue program implementation in the long term. A non-profit public education corporation, Keep Saint John Beautiful, Inc., was created to carry on the long-term goals of this effort. A Board of Directors was drawn from representatives of all sectors of the community. As founder of the organizing team, frequent liaison was carried out with representatives of all levels of the municipal structure, with representatives of the provincial Department of the Environment (including the Minister), with leaders of business and industry, with citizen interest groups and with the various media. Through contacts in the waste management field across the continent, a number of effective recycling and public education programs were designed and implemented. Further programs were developed in cooperation with provincial government to provide public awareness and education in solid waste reduction, re-use, recycling and recovery. The first project, a Christmas Tree mulch, won Keep America Beautiful's first International Recycling Award (1990). Training seminars, using the Waste-in-Place curriculum, were organized and implemented for elementary school teachers in the region, as an in service supplement (1992 and 1993). As part of continuing involvement in this organization, a broad knowledge of many environmental issues has been developed and has been recognized in the community.
