workers on two shifts. Winter sidewalks are maintained using a fleet of
eight sidewalk M.T. Trackless equipped with plows and snowblowers, as well
as two 4x4 plow trucks. Non-winter operations employ six street sweeping
machines and three sidewalk sweepers on a city wide maintenance program.
This division is also responsible for litter cleanup and maintenance of
litter receptacles distributed throughout the city.

ACTION TEAM - Saint John, NB
Recycling Pilot Planner
Through a seconded leave of absence from the
City of Saint John and a special fund from the Province, I was tasked by
Fundy S.W.A.T. to design a pilot recycling project(s) for implementation in
the Fundy Region. This project was to acquire information to compare with
established `Blue-Box' programs elsewhere in the Province and have the
potential for sustainability in the overall solid waste plan. During this
period, I studied many solid waste disposal operations in Canada and the
United States. One plan involved the establishment of a mobile recycling
depot, with a dual purpose of collection of recyclables and public education
through staff on site. This was to be a public/private partnership system in
the initial years. A second plan involved the development of a series of
hands on workshops to encourage the use of home composting as a region wide
initiative to waste reduction. Other plans involved specific public
participatory, one-time events that created a high profile of awareness and
effect a significant one commodity waste reduction. Funding for this
planning position was terminated on September 1, 1991.

Responsible for supervision of all surface
facilities construction to a production status at Coxheath's Tangier, NS
gold mining project. This includes a work force of about 30 to 40 of various
trades. Site works included dam construction for tailings and reclaim water
storage; four major buildings for mill and laboratory uses as well as
campsite installations. Duties included site planning, design and adaptation
of structures for Coxheath's needs, construction schedule coordination,
purchasing of materials, and in coordination with the mill manager, set up
of production equipment to full operational status.

Responsible for conducting a number of marine
based geotechnical programs such as: for the design of wharf extensions at
Digby, NS (1983); for geotechnical considerations in the redevelopment of
the Bedford, NS waterfront (1986); for the design parameters of the proposed
coal off-loading terminal in Musquash Harbour, NB (1985 & 1986); for the
site of the proposed marine terminal and generating plant near Sheet
Harbour, NS (1987); and for modifications to a number of small fishing
wharves on Nova Scotia's south shore (1986). Responsible for coordination of
on-site construction and quality control for the tailings dam, reclaim pond
dam and the mill foundation for Coxheath Gold Holdings' Tangier, NS facility

Resource related: Set up and supervised the
mapping of 1.4 million hectares (12 NTS map sheets at 1:50 000) for granular
aggregate resources for the New Brunswick Department of Natural Resources
(1981-1982); Geological data compilation for a feasibility study on the
application of bucket wheel excavators to the coal deposits of the Western
Sedimentary Basin in Alberta and Saskatchewan (1980); involved in impact
studies for the alignment of the proposed 1500km natural gas pipeline
through Quebec and the Maritimes for Q&M Pipelines (1979); reconnaissance of
four sites and the evaluation of each towards its use as a town site for
native resettlement near Schefferville, PQ (1978).
Quality Control: responsible for overall site
supervision of earthworks and concrete quality control during construction
of the $100 million processing facilities at the Mount Pleasant Tungsten
Mine in New Brunswick (1980-1981); site supervision of earthworks for an
8000m2 cold storage building in irregular soil conditions, Prince Edward
Island (1978); plus numerous small materials testing functions on smaller
projects. Inspector of concrete precasting and pile driving during
construction of the Rodney Terminal Container handling facility in Saint
John, N.B. (2000 octagonal 600mm hollow concrete piles were cast and driven
and a precast slab deck installed 1974-1975)
Geotechnical - Hydrogeology: Installation and
evaluation of a water well at a proposed concentrator for United Keno Hill
Mines, Yukon Territory (1980); site geologist during a feasibility study for
hydro-electric development on the lower Churchill River at Muskrat Falls,
Labrador (49 boreholes in up to 225m of overburden, a piezometric study of
several aquifers, rock core analysis for the dam base) (1979).

marine based geotechnical investigations; for berth conversions at Cape
Tormentine, NB and Port Borden, PEI for CN Marine (1978); utilization and
adaptation of an underground diamond drill for the offshore investigation of
the rock caps at the cooling water intakes, Point Lepreau Nuclear Generating
Plant, NB (1977); large scale marine based investigation of sediments and
permafrost at the site of the first proposed offshore oil well in the
Beaufort Sea, NWT (1975); large scale marine based study of two proposed

technical assistance to island communities for the preservation and
beautification of indigenous natural environments and the sustainable
development of proper solid waste handling practices. This organization,
headquartered in Pasadena, MD is comprised of solid waste professionals and
educators from across North America. Created a web site for Clean Islands
(http://islands.org) and authored and administered a number of web pages for
Clean Islands' clients. As part of the Cleans Islands Executive,
facilitated various conferences and workshops (see conference listing below)
as well as worked to help create Solid Waste Association of the Caribbean (SWAC)
and the subsequent development of ReCaribe, a multinational recycling
coalition and an affiliate of the National Recycling Coalition

Assumed the full responsibility to develop a
pro-active anti-litter program, by conducting an investigation into litter
management strategies in other North American localities. Following this
study, a recommendation was made to City Management to commence a litter
management program affiliated with Keep America Beautiful, Inc. Following
approval, a three member team was organized for training in the KAB System.
The other members each represent a civic group and private industry. This
was crucial for establishing the final structuring of the community based
organization to continue program implementation in the long term. A
non-profit public education corporation, Keep Saint John Beautiful, Inc.,
was created to carry on the long-term goals of this effort. A Board of
Directors was drawn from representatives of all sectors of the community. As
founder of the organizing team, frequent liaison was carried out with
representatives of all levels of the municipal structure, with
representatives of the provincial Department of the Environment (including
the Minister), with leaders of business and industry, with citizen interest
groups and with the various media. Through contacts in the waste management
field across the continent, a number of effective recycling and public
education programs were designed and implemented. Further programs were
developed in cooperation with provincial government to provide public
awareness and education in solid waste reduction, re-use, recycling and
recovery. The first project, a Christmas Tree mulch, won Keep America
Beautiful's first International Recycling Award (1990). Training seminars,
using the Waste-in-Place curriculum, were organized and implemented for
elementary school teachers in the region, as an in service supplement (1992
and 1993). As part of continuing involvement in this organization, a broad
knowledge of many environmental issues has been developed and has been
recognized in the community.
